The most profound change that has been brought about by the government reinventing movement since the 1970s is the introduction of new management model, characterized by public service outsourcing. At its core, this model aims to address competition mechanism, and replace government monopoly with government competition. Accordingly, with the deepening of reform and opening up as well as economic reform, China has taken initiatives in outsourcing its public service since the late 1980s. Also, this process is fully embodied in the case of the socialized reform of logistics department in China.To specify, the essence of logistics socialization reform is to highlight the significance of market principle--enterprises in logistics industry and logistics departments of leadership academies are closely associated with the market by the entrusting party and the entrusted party. In this context, China’s leadership academies are actively exploring an effective way to evaluate the logistics sector for the provision of high-quality service with reasonable costs, and eventually implement the effective supervision on the logistics department.In this paper, I intend to take the socialization of logistics department in China as the background of my study, with the concentration on the definition, the methods, the development stage, and the significance of performance evaluation, in addition to the analysis of both its methods and theoretical basis. Taking one leadership academy as an example, this paper also focuses on annual "appraisal agreement" performance evaluation index (2009-2012) of its logistics management department (evaluated by THE Academy, named as "A" Academy in this paper), along with the examination of its description, performance appraisal methods, performance evaluation index base, and actual completion, for a comprehensive understanding of the current status of performance evaluation as well as the existing problems. To solve these problems, in this paper, I will further examine the key performance indicators, the selection of key performance index, weight distribution, the specific method of performance evaluation, and performance evaluation results when advocating the establishment of a performance evaluation system based on Balanced Scorecard key performance index method.In a nutshell, this paper aims to better understand the performance evaluation system of China’s leadership academies, acknowledge the importance of logistics department to reduce its operation costs and increase its enterprise value, and maximize the positive impacts of enterprise performance evaluation.
