The Problems And Countermeasures Of The Administrative Accountability System In D City

With the continuous development of social management, the masses require more and more strict responsibility for the government. Therefore, how to react to the appeal of the masses and build a responsible government have been important contents for the reform of administrative system. It is great significance for the municipal government of D City to develop and perfect the administrative accountability system by applying the administrative ethics theory of Cooper to the study of problems, reasons and countermeasures.This paper can be divided into five parts. The first part is an introduction which firstly states its basis, purpose and meaning, and then gives a brief summary of the studies and lastly puts forward the methods and creativities. The second part explains the definition of concept and relevant theories, which mainly introduces the connotation of accountability system and administrative accountability system. This part also explains Cooper’s theory from three sections including its origin, important contents. The third part describes the situation of D City on the administrative accountability system from subjective and objective two sides. The fourth part analyzes the reasons of these problems on this system in D City, including unclear power and responsibility, lack of laws and regulations and variant accountability, distorted personal morality and values in organizational culture and lack of administrative ethics autonomy. The fifth part raises some feasible solutions by regulating administrative accountability system and building up the education about administrative ethics of civil servants.This paper by combining theoretical analysis with empirical study and discussing the administrative accountability system from reality of municipal government is to perfect this system, refine the process of administrative management, promote the reform of this system and improve the ability of social management.
