Study On The Changes Of The Social Relief System In Shanghai City

Ever since the reform and opening-up, China has been improving its social relief mechanism. By virtue of comprehensive relief measures in life, medical treatment and education, the impoverished group’s basic life has been effectively guaranteed. However, as our economy and society develop, many new impoverished groups begin to appear. Moreover, as our understanding of impoverishment and social relief continuously deepens, the current social relief system can no longer satisfy all kinds of demands of the public, which compromises the effectiveness of social relief and our social stability to a certain degree.This paper tries to summarize the social relief system of Shanghai and deeply analyze all kinds of questions with the existing social relief system by taking Yangpu District of Shanghai as an example. Furthermore, it also uses the experience of developmental social relief in such countries as Britain and America for reference, and discusses the significance and countermeasures of developmental social relief system in solving the existing social relief issue.Firstly, this paper starts with the establishment of social relief system in Shanghai, classifies and summarizes the development history and main content of the existing social relief system. Secondly, by virtue of mass data, this paper takes Yangpu District of Shanghai as an example, and in the form of questionnaire and interview, it summarizes the achievements made by the existing social relief, analyzes the current questions and concludes causes of such questions. And then, the concept of developmental social relief is brought in, and the leading practices of developmental social relief and successful experience of developmental social relief in foreign countries are analyzed. Moreover, the significance of developmental social relief to the reform of social relief system in China is elaborated. Finally, proceeding from the reality, this paper expounds the train of thought of developmental social relief in China, and puts forward some targeted countermeasures. These measures include forming a social relief mode which is based on the cooperation between politics and society, improving the potential of those impoverished groups in development and establishing a scientific and standardized developmental social relief system.
