The Study On The Welfare Protection Of Police

The police welfare plays an indispensable role in our welfare system. With the development of the China, the problem of the old welfare system has been occurred. Therefore, the motivation and protection of the development of the police in China need their own system with the characteristics of Chinese police and the experience of the foreign members.The author takes the study on the police welfare of Jilin Province in qualitative way with the situation and the environment of the Chinese police, and makes the suggestions. The thesis has six sections:Firstly, it is the introduction, which includes the background of the reality and the theory of the welfare of the police, the problems of the old system, the analysis and the argument about the police, police welfare, and welfare system of China.Secondly, it is the situation of the police welfare system of China. the issue of the infringement of police welfare is of frequency occurrence, that the policemen are dead, injured and crippled while on duty, but without sufficient pension; the policemen are insulted, slandered while on duty, but nowhere to safeguard their own interests; the increasing time, intensity, the risk of working content, but without raised compensation correspond.Thirdly, it is the issue of the police welfare system of Jilin Province. However the protection patterns are still not fully established. For solving this problem, Jilin Province Public Security Department and the Human Resources and Social Security Department are established, the equipment safeguard, the system safeguard, the funds safeguard, the communication safeguard, the quaternary pattern has maintained the social security rights and interests of the police in Jilin Province.Fourthly, it is the experience of the foreign police. The police welfare systems of America, Germany, Korea and Hong Kong are taken for examples. Meanwhile, the analysis and the suggestions have been taken, compared with their experiences.Fifthly, it is the plans and suggestions of the police welfare system of China.Sixthly, this protection mode is no way to continue to implement effectively, and the reason is the lack of support of the laws and regulations in terms, the lack of the support of consensus, the lack of police internal management and their own quality, lack of funds. Thus, based all of these four aspects of the problem, the government should firstly strengthen to the police social security rights and interests protection, according to their own actual situation, and concern at this special group of the weak trend, finally establish a scientific effective, unified, and comprehensive security system.
