Socialist deliberative democracy is a unique form and advantage of China’s democratic politics. It is also the essential content of deepening political restructuring. As the first link of public administration, public decision-making runs through the whole process. It is an important way to achieve democratic, law-based and scientific public decision-making by introducing deliberative democracy to the field of public decision-making and establishing the social negotiation mechanism which is institutionalized, standardized and procedural. To conduct decision-making negotiation, it is necessary to follow varied forms and real needs,meet requirements like scientific rationality, standardized order, simple application and democratic centralism and do well in links like determining topic for discussion, designing procedures, selecting representatives and implementing results so as to ensure that the negotiation is orderly, pragmatic and efficient. This paper builds a new pattern public decision-making mechanism—social negotiation mechanism based on theories of deliberative democracy. It analyzes problems with social negotiation mechanism and causes, and puts forward feasible optimal path.This paper divides into four parts. Part One first defines basic concepts and content of public decision-making and social negotiation mechanism, and summarizes basic structure of social negotiation mechanism. It then elaborates on theoretical basis for introducing public decision-making to social negotiation mechanism(namely, theories of deliberative democracy), and analyzes the conformity between deliberative democracy and public decision-making, together with the necessity and actual value related to introduced public decision-making in social negotiation mechanism. Part Two empirically analyzes major practical forms of such introduction, mainly including democratic consultation,decision-making hearing and community discussion area, with introduction on specific practical forms in terms of general condition, operational process and brief summary. Part Three gives in-depth analysis of problems with social negotiation mechanism in public decision-making and causes. Part Four sets forth relevant optimal path for the above-mentioned problems and causes.
