Since the Reform and Opening Policy was put forward, the Chinese rural has gotten a marvelous change and obtained a great performance. And the Hu nan province, the middle area of China, its rural has also made a lot of progress. Especially in these years, various regions have fulfilled the investment about the village pavement, security drinking water, village electricity-webs reconstruction, health care and sanitation, and the public culture infrastructure, promoting the rural public service level building making a great deal of development. But the rural public service level building in the middle area of China still lags behind because of the particular reasons of history and geography and the urban and rural dualization arising many years. Therefore, what the rural township governments in the middle area of China should do principally is to change the rural basic level features and promote the rural public service level, which are the township governments’aims. For these reasons and understanding, this article draws the research backgrounds and significance of public service level domestic and overseas as its starting point. And it is based on the new public management theories, new public service theories, governance theories and public economic theories. It takes steps to questionnaire and visit to the staffs of Wu tuan township government and the 16 villages of Wu tuan town from the six aspects about public education, health care and sanitation, public infrastructure, social security, public culture and environmental health. After that, it analyses these data scientifically and demonstrates the current situation and drawbacks in public service level of Wu tuan township government by elaborating. And this result also indicates the current public service level building situation and drawbacks of township governments in Hu nan province, in which the Wu tuan town is the representative. The author selects the Wu Tuan town as the research representative, aiming at reflecting the current public service level building situation of Wu Tuan township governments truly by empirical investigation, and providing some reference for the future economic development of Wu Tuan town by revealing the current public service level of township governments in the middle area of China form the point to area.This article is based on the above new theories and utilizes the document research, comparative questionnaire study and case analysis synthetically to elaborate the current public service level building situation and drawbacks of Wu tuan township government. Through researching profoundly, this essay develops the following concepts:1. In spite of the great development of public service level building of Wu tuan township government, the public service level building of basic level township governments falls far behind the whole area development in China.2. Although the public service level building of Wu tuan township government has improved a lot, it still doesn’t meet the needs of the masses.3. The development of public service level building of Wu tuan township government is unbalance. It shows that it draws much more attention to the public infrastructure investment but overlooks the public service investment.4. The main body of supplies of public service of Wu tuan township government is sole, and the investment of public service is purely depended on the public service investment of government. Thus, the masses’material and culture requirement is far reached in public service.5. Besides promoting the public service level building of Wu tuan township government and enlarging the financial investment, it is required to perfect the township governments and the personnel management system in Hu nan.
