The Cultivation Function Of The Government In The Development Process Of Industry Association

Under the background of economic globalization, the breadth and depth of China’s reform and opening up continues to increase, the socialist market economic system gradually establish and improve. The implementation of synchronization with the economic system reform is the reform of the political system: the government transforms its functions, gradually withdraws from the economic field and takes the shift to a government of the service type. In the transformation process of government functions, as one of the multiple governance subjects,industry association obtains fast development. During the rapid development of industry association, the contribution it makes to the social and economic development is obvious: improve the market operation mechanism, standardize the market competition order, promote the healthy and fast development of the industry, assist the management of industry environment and so on. However, there are some problems in the rapid development process of industry association. The absence and offside of the government in the aspect of industry association cultivation hinders the healthy development of the industry association. This paper takes the mobile power industry association as an example,deeply analyzes the problems and reasons in the development process of China’s industry association, and puts forward some countermeasures for the government cultivation of industry association according to the double failure theory, the third sector theory and governance theory: improve the understanding of the industry association,change the concept of industry cultivation; convert to the service-oriented government,develop the functions of industry association; improve the construction of legal laws and regulations, strengthen the management of the industry association; construct thesupervision mechanism of the third party, improve the supervision system of the industry associations; improve support intensity of the government, and promote the development of industry associations.
