The rapid development of network information technology, especially the popularization and application of internet technology, makes a significant influence on politic, economy, culture and life, which also provides a useful reference for administration decision-making of the government. In order to better serve the public, the administration decision-making must rely on network technology, change management method, improve the efficiency, to meet the needs of new development.Based on the thesis, the administration decision and Internet-related concepts are described and their characteristics are analyzed. And the feasibility of the study of administration decision-making under Internet background is analyzed. Firstly, the high centralization of decision-making authority and the step-by-step report of information which is used by decision-making in traditional administration decision-making, cause distortion and delay of decision-making information, and the laggard method usually leads to unscientific or incorrect decision-making. Secondly, the Internet features with anonymous, timeliness, interactivity, fairness, not only promoted productivity, but also changed lifestyle, as well as the process of globalization. Thus, with the popularization and application of the Internet, the traditional administration decision-making is facing enormous challenges, we must study the administration decision-making under the background of Internet.The internet has positive and negative influence on administration decision-making, government can only accept it. The positive influence includes: pushing it to improve the efficiency, providing an information source to improve the scientificity, playing an supervisory role to improve the honest, offering a platform to improve the democratization. The negative influence includes: an excess of information leads to rash decisions, technocrat leads to political deceit, Internet technology causes network security issues, digit chasm causes unfairness and network rumors, etc.In conclusion, this thesis proposed measures to optimize administrative decisions based on the Internet. Firstly, planning the development of Internet and establishing legal protection. Secondly, improving the quality of the administration decision-making body. Thirdly, the diversification of participation. Fourthly, strengthen of regulation and supervision of decision-making. Finally, the combination of modern technology and traditional decision-making method.
