Since 2012,as the implementation of“outlined structure in the elderly social services system(2011-2015) in C hina” and “health and social care act in UK”,for the aged people, building a social system that on the basis of home care, supported by community a nd institutions to shore up the pension service has taken shape patterns. For coping with an ageing society, meet the diverse service needs of older persons, the supply of services for the aged in C hina must speed up the establishment of a diversification, multi- level services framework, improve service quality and efficiency. And this kind of supply mode happened to coincide with UK. Therefore, study on the comparison on basic design, supply effectiveness and reform experiences between China and UK is valuable for both two sides.The elderly age policy in China is made up from the double system of social security and public service. Meantime, in UK, these policies come from National Health system and Adult Service Care system. In the recent years, both two countries has been acknowledged the multi-supply mode from three kind of subjects, government, market and voluntary organizations, to work together and enhance the quality and effectiveness. According to this understanding, the basic analysis framework to make a comparative study is: First of all, in the context of current global ageing, to understand the strategic movements from these two countries, how they try to meet the challenge. Secondly, reviewing the services for the aged in the two systems policy defined in C hina and UK, and demonstrating how it supplies a different understanding of the connotation by government, market and voluntary, the three types of supply and six supply types with direct and indirect ways as a theoretical framework. Through the qualitative study on t he carding status as the two countries respectively, use the input- output ratio as quantitative study. In the framework of the existing system of services for the aged in C hina and based on the characteristics corresponding to the focus on the UK experie nce, and approach the new ways of thinking,about the future pension services supply path.This article mainly using literature review and comparative analysis of law, rendering the two different experiences, discussing how a service is supplied for the aged, and the use of mathematical model of DEA analysis of the main supply efficiency. Although China and UK has similar consensus exists in elderly-age service supply, but for the specific pension service management and practice, there is a large difference between the two countries. Which means the country and social condition should be combined with the experience study, in the field of similar elderly-age service, approaching the key content of two different supply system as follow : Government supply levels to explore the promotion of health resources system and retirement services resource planning further integration of the system Market supply, to learn the UK sustained market mechanism normal supply management system; Volunteer sectors of the community, should look for the western development policies supporting the development of civil society and the social environment.
