Open Administrative Accountability System

Administrative accountability system has been a hot topic in society and academic circles since the outbreak of SARS in 2003.For decades, an immense number of Academic papers and books researching administrative accountability have been published. What’s more, cases related to administrative accountability have cropped up. However, China has not constructed a complete system of administrative accountability yet.Rules concerning administrative accountability scatter in different laws and regulations. Academic researches are in stark difference. Researches on core problem of administrative accountability system have encountered bottleneck. Therefore, it is the major research objective of this paper to find out one core point for China’s administrative accountability system.This paper consists of six parts. Chapter Introduction introduces the research background and significance of this paper, the status quo of administrative accountability system both at home and abroad as well as the research methods and innovation of this study. Chapter One clarifies basic concepts of administrative accountability system, which includes the concepts of administrative rights and responsibility, the relations between administrative rights and responsibility as well as the concepts and constitution of administrative accountability system.To take history as a mirror, Chapter two sorts out development course of administrative accountability system.Chapter Three concludes the existing problems and analyzes reasons of those problems from the status quo of China’s administrative accountability practices.Chapter Four finds out core pointof constructing China’s administrative accountability system and puts forward the conception and definition of open administrative accountability system by referring to theoretical basis of administrative accountability system as well as important papers concerning administrative accountability in the central committee of CPC and state council.Chapter Five is the essence of this study. It raises feasible suggestions on constructing and improving China’s administrative accountability system by centering on the core point of “Open”, including the construction of diversified accountability subjects, certainty of accountability objects, transparency of accountability procedures as well as the integrity of accountability laws.
