Research On Policy Support Of Urban Elderly Empty-Nesters’ Endowment Problem

As the city modernization, rapid population flow and the extension of life expectancy, "empty nest" phenomenon in the urban elderly families has emerged. How about the quality of urban elderly empty-nesters’life? What kind of problems in their pension life? What the causes of these problems? To strengthen the "top-level design" at the policy level, and to create a harmonious and comfortable endowment atmosphere for the olds, are not only the harmonious society which attaches great importance to the guarantee and improve the livelihood should be, are also the key links for promoting the modernization of government social management ability and the management system.By adopting the method of empirical research, this paper selects LaoJunYing community which belongs to the Tai Yuan City in Shan Xi Province as survey site. Starting with the investigation on the economic income, medical services, daily care of empty-nesters, we find out the problems in urban empty-nesters’ daily life. That are the shortage problem of pension financial support, the imbalance problem between supply and demand on daily care, medical service problems such as "expensive cost, be difficult to receive medical treatment, and the fussy reimbursement", and the lack problem on spiritual solace. Thus, this paper analyzes the causes of urban empty-nesters pension problem, mainly because The government pension service system design is not perfect; the elderly market failed to provide effective services; community home-based pension services is underdeveloped and empty nest family didn’t have inadequate preparation to deal with the problem of "empty nest".In the end, this paper argues that the government should play the guiding role to provide the complete policy to support the urban elderly empty-nester,including:to enact the old service policy, to establish the "long-term care security system "which conforms to the situation, to explore ways to ensure the realization of "spiritual support "for ensuring the elderly law into effect; to activate the elderly market dynamics and to strengthen the management of industry standardization, for making the old enterprise development drive the progress of the old career;to encourage the social participation and to innovate volunteer service mode for enhancing the service level of the home-based care for the aged, to mobilize the families strength by both care from children and elderly social participation, for helping empty-nesters to realize "active aging". Through the joint efforts of government, market, society and family, the good environment for the empty-nesters will be created, the elderly will appreciate the sense of security, the sense of worthiness, and the sense of happiness, they will enjoy the remaining years in comfort.
