The Japan and AESAN nations are the major organic components in our border diplomacy and the relationship of which presents an important issue in Chinese Southeast Asian strategy. After the cold war the Japan-ASEAN relationship has become the important bilateral tie for the Southeast Asian nations. The Japan regards always the Southeast Asia as its principal economic and diplomatic region and makes efforts to turn the Southeast Asia into an essential market, investment area, raw material providing location and Asian strategic base. In order to achieve this goal, each Japanese government tried its best to adjust the Southeast Asian foreign policy to strengthen the economic relation with Southeast Asian nations. The Japan used all kinds of proactive policies to achieve what it wanted and the result was satisfactory.First strategy of Japan’s economic penetration to south-east Asia is taking opportunity to lay eggs, mainly includes compensation and assistance to return south-east Asia market, and by Cambodian problem, grab indo-chinese regions market. In the 90 s and 1970 s, Japan in south-east Asia economic penetration is mainly active in ASEAN countries, eliminating the doubts and discontent, change the detriment of ASEAN economic and trade situation. Since the late 1990 s, Japan’s penetrating strategy is mainly to lure economy of south-east Asia, fight for dominance in south-east Asia free trade.Although the mentioned diplomatic policies have boosted the economic development, the definite objective of the Southeast Asian strategy was for its own benefit.
