Medical and Health Services in rural areas is an important topic of the Three Rural Issues and the bottleneck problem in the process of social development needed to solve. In 2003, in order to promote the development of Rural Medical and Health Services, the Government began to implement the New Rural Cooperative Policy in nationwide. Since 2010 almost all of farmers benefit from the New Rural Cooperative Policy. The gradual implementation of the New Rural Cooperative Policy provides great guarantee. At this background, the article starts from the New Rural Cooperative Policy and takes two villages of the Han and Yugur as the observing samples, to study the situation of propagation of the New Rural Cooperative Policy and review the situation of welfare sharing at the angle of the Communication. Besides, basing on it, the article explores the relationship between communication and sharing of welfare policy. The author find out that organizational communication is more important in Yugur with fewer population, compared to the Han village with a larger population. Besides, the Inter personal Communication plays an important role in the truth of accepting to the policy. Whereas, the Public Communication has the weakest influence in the Rural Policy spread. In the second place, the villager of two villages could enjoy the welfare of the New Rural Cooperative Policy smoothly. But the economic conditions and the farmer’s motivation of getting the benefits was negatively correlated. Compared to the Han village with the weak economic strength totally, the Yugur village, which with good economic conditions, prefer to the large hospitals and authoritative medical institutions. Lastly, the conclusion is made that the policy communication and welfare sharing is not the direct positive correlation. Whereas, the effective policy communication would strengthen the trust of government and farmers and promote policies operate favorably. In the background of policy communication in rural areas, we must perfect the mode and content of communication, improve farmers’ media literacy, strengthen policy feedback and other aspects, to make the policy spread and implement better.
