In the process of administrative reform in Vietnam at present, an important factor affecting the success of the administrative reform is the quality of civil servants. There are many methods to improve the quality of civil servants, an effective method is to reform the recruitment. Recruiting people for working in administrative organs directly affects the operation and effectiveness of administrative organs of the state, and have an intimate relationship to the formal impartiality of staffs in government agencies, to the image of the government, to the evolution of society.This thesis takes the management of human resources as a basis for reasoning, while incorporating the views of the civil servant recruitment from preceding scholars to study the ones of Vietnam and China Korea. Contents of this thesis is divided into five parts: Chapter 1 is the introduction, including the context and meaning of research, researching methods and research status, therein the current status of the study mainly analyzed and summarize the research related to the civil servant recruitment mode, the primary purpose is the study of preceding scholars of the civil servant recruitment mode then put my own views. Chapter 2 is the civil servant recruitment mode in China, the contents include research analysis on the history, contents and achievements of the recruitment of China. Chapter 3 is the recruitment in Vietnam with contents including similar issues in China. This two chapters are mainly the study of the whole process of civil servant recruitment mode in China and Vietnam, from which there is a deeper understanding of the system of civil servant recruitment in both countries and find important categories for comparing. Chapter 4 is a comparative analysis between China and Vietnam in the civil servant recruitment, which mainly conduct comparative studies on the basic principles of the recruitment, the scope of recruitments, the sequences and contents of recruitments, method for recruitment of two countries. In this chapter I mainly conduct research, compare carefully important categories in the civil servant recruitment modes between Vietnam and China, then find out the similarities and differences between the two recruitment modes, after which indicating problems in the civil servant recruitment in Vietnam. Chapter 5 which is from 4 chapters on the study draws the valuable experience of China for the civil servant recruitment in Vietnam, then offering ideas to improve and promote the development of the civil servant recruitment mode in Vietnam.
