Since the reform and opening-up over 30 years ago, profound changes have taken place in the basic level of Chinese cities: the development of market economy, the differentiation of social classes and the deepening understanding of people in democracy, justice and rights, etc. These changes have deeply influenced and will continue to influence the urban grassroots governance in China. With the accelerating process of urbanization nowadays, the construction of urban grassroots governance capacity in China must keep pace with the times, constantly satisfying and adapting to the present and even guide the future development of China’s urban grassroots society. This is imminent. City has become the leading unit of the production and life of Chinese. Currently, to strengthen and improve the construction of urban grassroots governance capabilities is the key of grassroots social governance capacity.The first part expounds the basic connotation of urban grassroots governance capabilities construction of China. It offers an introduction to some core concepts such as governance, governance capacity, grassroots social governance; it points out that the new changes, new contradictions and new problems in the urban grassroots society have brought unprecedented pressure and new requirements to its operation and construction; and it gives an analysis to the objectives and tasks of urban grassroots social governance capacity construction.The second part discusses the composition of the urban grassroots social management capacity. It mainly includes: the ability of resource agglomeration and transformation, meaning that the agents of urban grassroots social governance are able to obtain financial, human and other resources from under its govern and make them available; the ability of social control, which is a necessary requirement and condition to the harmonious, orderly and healthy development of urban grassroots society; the ability of economy management and public service, demanding the agent of urban grassroots social governance to organize economic construction activities and provide of public services according to the new market economy environment; the ability of legalization, i.e. the agents of urban grassroots social governance are able to gain recognition of grassroots social members through political symbols, consensus publicity and other methods.The third part analyses the main factors of urban grassroots social management capacity. The first one are the the agents of urban grassroots social governance and their interrelation. The five agents integrate, support and contain mutually, with the five agent dimensions interrelated and interacted. The second one is the conditions of urban grassroots society, including the profound changes in social structure of the city, the current situation of urban grassroots management, etc. The third one are resources, on which the agents of urban grassroots social governance depend to operate. It is discussed from two aspects: human resource and financial resource. The last one are the technological means of urban grassroots social management, pointing out that the Internet and the Internet of Things should be combined to improve e-government.The fourth part puts forward countermeasures and suggestions to the construction of urban grassroots governance capacity, mainly including: first, strengthening the leadership of Party committees and the leading role of the government; second, improving the integrated service management platform at the primary level to reach grid management and socialized service; third, enhancing the support of science and technology to achieve synchronized sharing of information; fourth, encouraging and supporting the participation of all aspects of society to realize self-adjustment and self-government of citizens; fifth, improving the ability to cope with the impact of the floating population as well as the service and management to special groups.
