The Trend Of Detoxification Mode In Mainland China

Since Narcotics Control Law of the PRC and Regulation on Drug Rehabilitation were successively formulated and applied in the year of 2008 and 2011, the activity of drug rehabilitation in mainland China has been placed on a legal and regular track. Narcotics Control Law of the PRC established a mode on drug rehabilitation including voluntary detoxification, compulsory detoxification in community, compulsory isolated detoxification, and community rehabilitation and maintenance treatment, changing the situation of the absence of law when applying community detoxification and compulsory detoxification. With the deeper and deeper understanding of the policy maker, manager and the public on drug abuse, the concept of drug detoxification, the emphasis of the system related and the public attitude towards drug abuser are all changing quietly. Grasping this opportunity and doing further research on this field are of vital importance. The short-term goal is to help the drug users and restrain drug crimes, and the long-term goal is to promote the modernization of building a country ruled by law and social management. It has been 7 years since the exaction of Narcotics Control Law of the PRC, no other detailed rules for implementation except the Regulation on Drug Rehabilitation made by the State Council. Laws on drug are rough both in substantive law and procedure law. Many problems accursed such as regulation system of drug rehabilitation is not clear and no separation between the place of compulsory detoxification and the place of ordinary place which restrain personal freedom. It is necessarily and urgently to research on these problems and find solutions.Five parts are divided of this essay, concluding 30000 words.On the first part, the writer briefly introduces the situation and legislation and the mode on drug control, finding that the previous mode of drug control could not satisfied the need of the society. The enacting of Regulation on Drug Rehabilitation unfolding the mode revolution of drug control.On the second part, the writer mainly introduces the relationship between drug abuse and pathology, the comprehensive treatment with drug and psychological counseling. In the meantime, the writer also introduced the international popular drug control mode, hoping to provide a reference on the choice of drug control mode.The third part introduces the different pathological features of smoking different kinds of drugs and the different medical treatment measures taken to them, and also simply discusses the problems the compulsory isolation detoxification and the improvement measures of them.The fourth part mainly talks about the community rehabilitation, explores the regular pattern of community rehabilitation law through the Guizhou Sunshine Project, also simply introduces the methadone maintenance treatment, and discusses the control system of drug addicts.The fifth part is the conclusion of the whole article. Through the front of the foreshadowing, we know that we must abandon the closed rehabilitation model and return to the one based on treatment, and get the necessary conclusion of putting the in social organically and entirely. Adjusting the treatment pattern of drug in China by using evidence-based treatment principle provides a new idea for rehabilitation pattern reform. This part will make a summary to bringing the family of drug addicts into basic living allowances at last.This article will redefine the drug addicts according to the narcotics control law of the People’s Republic of China and The Detoxification Ordinance of The State Council, in terms of the foreign rehabilitation model and our own experience. It also discusses the change of the idea of the rehabilitation staff role, and emphasizes the way to constructing and operating the rehabilitatiomode under the government by law field of vision. It will introduce the four stages of drug detoxification called voluntary detoxification, compulsory isolation detoxification,community rehabilitation and community rehabilitation formulated in The narcotics control law of the people’s Republic of China, in order to provide some propositions and suggestions for defining our new rehabilitation mode and offer inspiration and assistance for building the new rehabilitation pattern.
