With the development of society and economy, our country has entered into the aging society, and the aging degree is further aggravate.The increasingly large elderly population makes the pension burden of family and society increasingly serious.How to solve this pension problem to alleviate the burden of the society has become an unavoidable reality.Different from the western countries aging occurs after the basic realization of modernization, China’s aging comes before getting rich, at the same time, the development of China’s social security system is not perfect and the pension gap is widening.In order to cope with the current situation of aging problems, it is imperative to explore a new mode of pension. Housing Endowment is born in this background. Housing Endowment will combine housing and pension, the elderly can converted the fixed assets of family into working capital for retirement so as to improve the quality of life in their later years. This not only can solve the contradiction of the social pension problem, but also can promote the development of social economy in a certain extent.But at present, neither the study of theory nor the basic socio-economic conditions and the government policy guidance to the housing endowment is not mature enough, This brings many obstacles during the actual launch of the Housing Endowment in our country.The effect of Housing Endowment is not so good.Based on such background, This paper made a research and analysis of housing reverse mortgage endowment way from the three levels. Firstly, summed up the general theory and rule of housing endowment from the current situation of the aging of the population and the related concept of the housing endowment. Secondly, make a specific analysis of the relatively mature practice and experience of Housing Endowment in western countries such as the UK, Japan and America,and the summarizes the experience and lessons from these forerunners. Finally, make a study of Nanjing which test the Housing Endowment first and the current promoting pilot cities Beijing, Shanghai, Wuhan, Guangzhou to analyzes the current situation of the development of the Housing Endowment in our country.And the try to summarize theobstacles the Housing Endowment encountered in the development process as well as its reason, then try to put forward some feasible policy recommendations. |
