The Improvement Of The Filing System Of The Regulatory Documents

This year’s revision of legislative law strengthens the current filing system. The filing system is an important legal supervision system and helps defending the legal institutions unification. The filing system of the regulatory documents not only promotes administration according to law, but also protects the legitimate rights and interests of the citizen. The first part of this article is about a brief overview of the filing system of the regulatory documents. First of all it introduces the meaning of regulatory documents and the meaning of the filing system, and then does a further analysis from the aspects of subject, object and standard, lastly points out the realistic significance of the filing system of the regulatory documents. The second part summarizes the current status of the filing system of the regulatory documents, and analyzes its reasons. The third part puts forward the suggestions for the improvement of the filing system of the regulatory documents. The suggestions include perfecting the scope of filing system, perfecting the responsibility system, perfecting disclosure system, perfecting the public participation mechanism and perfecting independent operation mechanism of the work force for the filing system.
