In current period, handling administrative complaints properly has been regarded as one effective way to maintain social stability, which has risen to the height of shaping the image of government departments, creating an environment of economic development, building a harmonious society. In fact, the system of administrative complaint has been established in Dalian just for a few years. Since March 2007, The Administrative Complaint Center of Dalian Municipal founded, work on administrative complaints has gradually performed on the right track through the establishment of administrative complaints network and the perfection of rules and regulations for accepting complaints. In frontline of the daily administrative complain acceptance, the public hotline is the express for government facing and communicating directly to the public. Government can accept hot and difficult issues reflected by masses, which involve in the process of implementation of public policy, as well as various criticisms and suggestions proposed to the government through the hotline. So, study on how to accurately grasp the main responsibility, the nature and classification of problems, and how to use limited social resources through the public hotline to eliminate the adverse impact in the public, is particularly important to build a service-oriented society.The paper firstly demonstrates the development and present situation of study on handling administrative complaints at home and abroad. Secondly, combining with the actual situation in Dalian, the paper analyses the problems of handling the administrative complaints according to local regulations, multi-complaints leading to the waste of resources, the problems of the rights ownership system and the weak binding on the second-network units, using theoretical analysis, historical review, investigation and comparative research methods. By Analyzing the cause of the problem, it can sum up to the conclusion:the work of handling administrative complaints in Dalian still needs further perfection. Then this paper, with reference to advanced experiences of the developed countries and some parts in China, puts forward the specific improvement scheme and proves its feasibility, in the light of the several problems of handling administrative complaints in Dalian. At the end of the paper, it throws out some suggestions, which relate to the work of handling administrative complaints in Dalian, on strengthening the construction of legal system, perfecting the administrative main body, consolidating the construction of complain platform and intensifying the supervision by public opinion.
