Central Asia has an important geopolitical and geo-economic position. Facing globalization and regional integration,the five Central Asian countries has been involved in a variety of regional integration organizations and agreements from time to start independent, but the degree of regional integration is still low. Meanwhile, Central Asia and the Northwest region of China is closely connected. That is important for regional stability and economic development in western China.This situation will be an important part of "One Belt And One Road". Since independence from the Soviet Union, Five Central Asian countries has made great progress in promoting economic development, political reform and other areas.But the reality is that, many organizations of cooperation and agreements are never put into practice. The integration level of Central Asia is still low. When compared to other regions of the world, there are still some gaps.Regional integration is a hot point in international politics in recent years. The paper agree with the basic view of the new realism on international cooperation. International cooperation is possible, but very fragile. The paper propose that the reason, why the integration level of Central Asia is still low,is lack of regional public goods’ supply. For this reason, there is lack of security cooperation. But outside powers have power, ability and willingness to participate in regional public goods supply for Central Asia. Outside powers can solve the problem of insufficient supply of regional public goods, but they will also make an uncertain prospect.
