The Research On Improving The Public Service Capacity Of GanSu Districts’ Government

It has been more than 30 years since China started the policy of Reform and Opening up, which greatly improved the economy of China, the others aspects of China also made great progress. Meanwhile, the demand for better and more public service & products is growing faster than before, all of which are decided by the capacity of the local government. Because of its natural advantages, it is very urgent to enhance the local government’s capacity.In recent years, The East of China has made great progress in the building of the capacity of the local government and set up lots of matured systems for the public. The undeveloped districts like the West of China did a poor job in the improving the capacity of the local government, like the shortage of the supply and the poor quality, low efficiency and the unbalance of the distribution. So, what is the reason behind this and how to improve the capacity of the local government in undeveloped districts? That is the focus of this paper.This paper focuses on improving the capacity of the local government, picks up the Province of Gansu as the representative of the undeveloped districts, analysis the current situation and the reasons, makes advices for improving the capacity of the local government.
