A Research Study On Protection Issues Of College Students’ Learning Rights During Information Age

Learning right, is a historical product, which is developing from the right to education. With the fast development of information technology, human society has been transformed from industrial society into information society, which are speeded up the concept of life-long learning, and also revaluated learning right to the world, so that learning right has become a fundamental human right from not being taken seriously originally. Learning right is one of the most important right, thus guarantee college students’ learning right is not only connected with their future development, but also related to the transformation and innovation of higher education system.Therefore, the responsibility for effectively protecting college students’ learning rights is rely on the relevant administrative departments, colleges, society and students themselves.Information technology has improved the traditional teaching environment, enriched learning resources, and broken the limitation of traditional learning space and time, meted college students’ personalized learning needs, stimulated students’ learning interest and learning initiative. Information age set up an ecological system of learning environment for college students, highlight the principal position of students’ learning right and laid a good foundation for protection of college students’ learning right. At the same time, information age also pose three challenges to college students’ learning right protection. Firstly, how to break the traditional inertial barrier in colleges. Secondly, how to improve education resources integration and share. Third, how to perfect the network education development model as well as to develop online learning culture.Through questionnaires and interviews in four universities in Chongqing, Hangzhou and Xi’an, and some students from internet learning platforms, the result shows that, laws and policies strongly emphasis on students’ learning right, colleges and teachers are also through a variety of ways to protect students’ learning right, In addition to, lots of internet learning platforms improve students’ legal awareness and information literacy. Because of the construction progress of society and legal community, college students’learning rights protection achieved great success, but there still have five problems, Firstly, poor perception of students’ learning rights. Secondly, low utilization rate of network resources, narrowing learning freedom of choice. Thirdly, the restrictions of traditional collegeinstitution mechanism, the absence of learning right’ conditions protection. Fourth, the limitation of college student individuality development, hindering the cultivation of the innovative talents. Fifth, the incomplete relief approach and imperfect relief system. The reasons for the problems can be divided into three types. The first reason is lacking of relevant laws and regulations as well as the lack of legal supervision. The second reason lies in the teaching management of school, which includes the inadequate learning resources, insufficient attention on school management level. In addition, school and education informationization development are the third reason.Based on the analysis of the different types of reasons, this research study will put forward strategies from two aspects, so as to facilitate the better protection of college students’ learning right. Firstly, to perfect college students’ learning right, according to legal laws and regulations construction, which maintenance of students’ learning interests, including establish and improve the learning laws and regulations, enhance learning right education, establish and improve learning prevention mechanism, improve learning rights complaints system. Secondly, using information technology to open up a new approach of learning right protection, such as increase investment in information infrastructure and improve information education system, strengthen the integration of high-quality resources and establish credit banking system, change teaching philosophy and explore new teaching model, transform learning thinking and develop learning initiative.
