After 18th CPC National Congress, China has accelerated the pace of reform of the household registration system, the orderly construction of urban migrants public benefits, Z City is also in developing new urbanization construction period. Construction of migrants citizen treatment involves a broader. This research based on system theory, regional development theory, demand theory, and theory of government function, using literature research and field research in Z City and other methods of treatment of Z city’s floating population. To conduct a comprehensive survey of the status treatment system.
