With the rapid development of modern society’s economic, the demand for energy is growing. Along with the marine environment and the economy has caused tremendous damage and the increase in offshore oil exploration activities, Which caused oil spills at sea is also increasing. It has csused widespread concern which the 2010 US Gulf of Mexico rig explosion and oil spill caused by the 2011 oil spill of the Bohai Penglai give caused serious damage to the marine environment. However, China’s oil drilling platforms for oil pollution damage range, whether it is a relatively small academic research or legal practice. In particular, there is considerable controversy for 2011 of Bohai Penglai oil spill that damage "Conoco Phillips" compensation events. It is therefore necessary for the scope of damages to discuss the incident, hoping to provide some suggestions for the improvement of oil rigs for oil pollution damage range.The first part introduces the basic situation, "Conoco Phillips" incident, and combined Claims "Conoco Phillips" events were analyzed nature of this event and the scope of damages. The second part is for the "Conoco Phillips" event, sort of our questions about the scope of compensation for oil pollution damage and briefly put forward legislative practice for marine exploration and development of oil present in the range of damages. The third part reviews the relevant provisions of international scope on Oil Pollution Compensation legislation and the United States’ Oil Pollution Act, "the scope of compensation for pollution damage, and provide reference for improving the scope of compensation for pollution damage. The fourth part, combined with oil, "Conoco Phillips" event damages case, discusses the main content of the scope of compensation for oil pollution damage.
