The Research On Community Service Of Our Country Under The Respective Of Responsiveness

With the advancement of the construction of China socialism and the continuous development of the market economy, our country’s social structure has been changed. a citizen’s right consciousness has been awaken, People have higher requirement of social and public services. The wave of the communitization is coming. The idea of "community service" and "community building" has aroused wide public concern in our country. Thus it promotes the pace of social progress. During the process of the social developmentOur country is facing the period of social transition, social and political stability still depends on the positive interaction between community and society or people. The development of community service is still a basic work of constructing a harmonious society. The community should regard people’s sovereignty as the foundation and the concept of “government of the people, by the people, for the people” as the purpose, which is to realize people’s maximum benefits and the social fairness and justice. And the improvement of the ability of community service is the trend of the quality improvement of it, devoluting power and enhancing the response force of community service are the urgent requirement for people. Especially, at the moment of constinuous changes of social pattern, the contradiction between the community and people is increasingly highlighted. To build the people-oriented, efficient and responsable community services is the key to a harmonious society, it’s also the necessary condition of building moderately prosperous society.At first, this article summarizes the concept of community, community service, responsiveness and so on, and according to the research needs, the article redefines these concepts and regard the new public service theory, the theory of civil society, responsive theory and governance theory as the theoretical support of this research. Then, expounding the realistic foundation of community service and clarifying the necessity of studying the building of community service ability under the perspective of responsiveness. Then, taking the community of Panjin for instance, and analyzing the problems existing in the construction of community service in Panjin by surveying the actual situation of panjin community.Then analyzing the common problems of the construction of community service in our country:Service security administration tendency is serious, institutional mechanisms exist shortcoming in organizational structure, community service personnel professional level is not high.Finally, it puts forward the measures to promote community service from the perspective of the responsiveness.On the basis of adjusting the relationship between the government and the community,strengthening the institutional improvement,standardizing the procedures of the community, and strengthening the continuous construction of the community staffs and cultural construction to put forward the countermeasures of improving the standard of community service.
