With the research on the Three Issues of Agriculture(Agriculture, Farmer and Rural areas), the discussion on the property management of the new pattern of rural community is becoming heated. The new rural community is an important part in the process of rural urbanization. The property management can influence the value of a community, and the purpose of property management is to create a favorable and convenient environment for the owners of the property. However, ignoring the particularity of new rural community, its property management is not working well. In order to provide peasant comfortable city life and promote the economy development of communities, it’s essential to well manage the community property.At present, the model of new rural community property management can be explained as introducing property management company, being managed by village committees, being supported by villagers themselves. The model is mainly operated with marketing measures, especially in Chengdu. In some well-developed regions, their communities usually choose a company to manage the property, while in others the opposite, a property company can’t do business smoothly as the residents are unwilling to pay the property fee. On the Background of China’s current Land Ownership System, studying on the new rural community in Henan, Shandong and Sichuan province, I find that the property management of new rural community is different on its nature and ownership system from that of city community, especially on the condominium ownership, which shows that the exclusive part of peasant is limited, and common parts are ambiguous, private and collective property right being mixed up. There is wide difference between city and rural communities, which requires us to adopt proper management patterns in both situations. Some areas introducing polices and regulations to regulate property management, though the effect is hard to say, it’s a necessary to take legal action to standardize the property management of new rural community.As the developing degree of different areas is various, it’s hard to set an effective law on a national scale. Therefore, amending current laws is a good way, replenishing related content about new property management, such as basic principles on rights in exclusive and common parts and peasant personal rights; then local government can formulate rules adapted to the region. Through legislation, the community environment can be standardized and peasant’s rights can be protected, stabilizing the community, achieving rural urbanization and figuring out the Three Issues of Agriculture.
