Nomological Studies On The Evolution Of Chinese Environmental Policies Since The1970s

Since the1970s, China has been running a high level of social and economicdevelopment which attracted worldwide attention; but the meantime, the ecological andenvironmental problems have become increasingly serious which caused widespreadsocial concerns. For the sake of solving the environmental problems caused by a highlevel of social and economic development, the Communist Party of China and theChinese Government have developed a series of environmental policies. By studyingthe evolution of the environmental policies, we can find it on the significance offormulation and implementation of Chinese environmental policies and the realizationof environmental policies fundamental purpose for environmental protection. Beingsupported by the basic theory of nomology, this article used the framework of Chineseenvironmental policies "morphological change-connotation’s enrichment-influence’sdepth" and text analysis, comparative analysis and multiple points of view analysis toreflect the environmental policies evolution of China since the1970s. Firstly, this articleattempted to grasp the basic rule of morphological changes of our country’senvironmental policies by using the analysis model "environment idea-environmentalpolicy-environment law" and tried to explore the procedural factors which had animpact on the transformation of environmental policies. Secondly, this article analyzedthe performance of environmental policy’s connotation deepening in the policy idea ofenviroment and environmental policy tool, trying to master the overall trend of theconnotation of environmental policy change in China. In the end, this article exploredChinese environmental policy’s impact on environmental law and environmentaltechnology innovation.The article researched on the three levels of discussion as the basic framework ofthe evolution of environmental policies was because they were closely related to each other. According to the discussion, we can have a more comprehensive understandingof the development trend of environmental policies, which could guide the practice ofenvironmental protection in China and found the activities of environmental protectiona more solid theoretical basis.
