Before Putin in power, although Russia has made some administrative reforms, but theseadministrative and management has not changed fundamentally, did not develop systemiclong-term administrative reform program. Administrativereform measures in accordance with the main content of the reform elaborate, the first measure isto adjust the relationship between central and local governments to strengthen centralization.Including the establishment of specific vertical power structure, reform the federal system, thereform of local leaders direct election system, and strengthen central authority. The secondmeasure is to carry out governmental agencies reform, reduce the original6class executiveauthority to3class executive authority, namely the Ministry, the Department, Bureau, and thedivision of the administrative level of these three categories of executive authority that Ministryhas the power to management the Department and Bureau. The third measure is to deepen thepublic administration reform and improve administrative efficiency. Including further improve thequality of public services, to expand the scope of public services; limit intervention in the field ofnational economy, cut the ties between government officials and state-owned enterprises;promoting public transparency in government offices, the implementation of e-government. Thefourth measure is to reform the civil service system.The fourth chapter through analysis the administrative reform measures of Russian whenPutin in power, summarize the administrative reform similarities between the China and Russia,obtained the enlightenment to China.
