According to data, massincidents have increased form more than10,000annually involved more than70millionpeople in1994to10million annually involved more than460million people in2008. After2010, the number of mass incidents and the involved people has grown slowly, but the totalamounts, sizes, damages and impacts can not be ignored, and mass incidents will continue tobe the biggest factors that affect social stability in the near future.Mass incidents are the overall displays of some of incongruous elements that highlightedthe internal contradictions among the people, are the concentrated reflects of multiplecontradictions and problems in the social transformation, and are the particular phenomenathat can not be completely avoided in the special stage of the profound changes process insociety. The public emotions in the incidents mainly refer to attitudes and feelings arousedaround certain public services, such as environmental pollutions, land acquisitions, trafficaccidents, criminal cases, accidental deaths, labor disputes, corporate restructurings,administrative violating laws, judicial injustices, and the same or similar emotions whenaccumulated to a certain numbers, if they are not positive, timely and proper guidance, theywill form a negative public emotions, and then affect people’s behavior orientations, promptthe incidents continued to expand, and even develop into the violated incidents that damagepublic or private property, endanger people’s safety. As the important armed force maintainingthe national security, social stability, and safeguarding the people’s life and work in peace,according to "Chinese Armed Police Force Law of People’s Republic of China", CAPF takeson the task of mass incidents disposal. Under the leadership of local Party committees andgovernments, CAPF must combines the diffusing the information and trust, and move andreason the people together, cooperates actively with relevant departments to build the interestdemands mechanism of combination the public emotional expression, interest demands andpersonal views with public opinion, spreads positive energy, scientific guiding and regulatingpeople’s public emotions, defuses tensions triggered by the internal contradictions among thepeople, and lays a good foundation of idea and psychology for the rapid calming the situation,stabling the social order.Effective and safe disposal of social transition mass incidents is a major task for CAPF inthe new situation. Taking the some of the large-scale mass incidents involved with CAPF disposal in recent years as the background, this thesis has analyzed the individual attitudes,feelings of mass incidents participants and troublemakers’ mental activity with the principlesof emotion psychology and public opinion dissemination, and it has studied the difficultiesand problems that CAPF faced with the regulation of public emotion in the proposal of massincidents in the new media times. This thesis has proposed a public emotion warning systemof CAPF-local joint, intelligence information flow and covering a wide range in thebeforehand incidents stage. In the incidents stage, it can really improve the ability of emotionsregulation through on-site monitoring of emotion, proper allocation of police forces andcorrect use of tactics means. In the rehabilitation stage, it should actively cooperate with thelocal party committee and government to solve the problems of the people concerned and thepractical difficulties, and prevent the incidents repeating, the positive and good emotions canbe effectively diffused, and the negative and ill emotions can be effectively stopped. So theCAPF will become a mighty force to win the war, and a civilized force people loved.
