In the nowadays that rapid economic growth, the city has become the trend ofeconomic development, China is in the development period of Chinese city, the cityhas been hitherto unknown expansion, in order to adapt to the development of theglobal economy, China’s city of process steps will also continue to. Can be placed infront of city development and the progress of the society is the fact: development isinfinite, but the land is limited. Because of landless peasants lost their land, theirsurvival and development difficult, many thing deeply puzzled many farmers losttheir land, while the peasants is bound to experience the city in the process of laborpains, but in the process if not allow them to get a sustained survival anddevelopment, land lost farmers may the victim will become urbanization, alone inenjoying the city behind the process of sour, sweet, bitter, hot, once the problem oflandless peasants evolved into a big problem related to the stability of the wholesociety, eventually lead to serious social crisis. The survival and development of theproblem of landless peasants is our government, scholars, citizen’s boundenresponsibility, to study it, both have very important significance in theory, or inpractice.In this paper, the development of Inclusive Theory, based on the interpretationof the basic theory of inclusive development concept, combining the currentsituation of life of landless peasants Jiu-hua Economic Development Zone, thefundamental reason to peasant life and development of crack of landless, seek thepath to resolve the problem of landless peasants. In this paper, first of all from theinclusive development idea and city construction starting, analysis of the traditionaldevelopment model inclusive development content, the basic principles and the cityin the process of landless peasants; secondly the Jiu-hua Economic DevelopmentZone’s survival and the development status of the survey data analysis, to explorethe existence and development of farmers Jiu-hua economic development zones. Theproblem, such as the impact of government standards, landless peasants protectionsystem, supervision system and the lack of cultural life of landless peasants; thethird is based on the investigation, the causes of the problem of landless peasantssurvival and development from the perspective of farmers and landless owngovernment angle are analyzed; finally, combining with the inclusive developmentconcept, from the overall ideas guiding ideology, basic principles, the basic goal designed to protect the interests of landless peasants, and proposes specific measuresto safeguard the rights and interests of landless farmers’ survival and development.
