Study On The Corruption Of Village Cadres During "the Project To The Countryside"

As an important practice of our country to establish the policy system of strengtheningagriculture and benefiting farmers, the "project mode" which is based on the fiscal transferpayment has become an effective and common approach to providing public goods andservices in rural area. The project to the countryside as the descriptive definition whichrepresentatives the whole operating process of project from design to inputting into thevillage has also been gradually recognized and adopted. Because the specific organizationand operation still mainly rely on the village cadres to implement when the projectsinputted into the village, as the agent of the village, the village cadres therefore have anopportunity to take advantage of both their roles and the project structural defects, whichmeans they have the risk of corruption. Corruption of village cadres will have the negativeinfluence to the the project to the countryside, will be a profound impact on the nationalpolicy intent and effect, and also can cause the rural social contradictions and crisis ofgovernance. So it has an important significance to do some further research on thecorruption of village cadres in the process of project implementation.Firstly, this paper generalizes the operation mechanism of project mode, pointing outthat the top-down project investment has its own characteristics. On the basis of theanalysis of these characteristics, it discusses that the different characteristics how to bringopportunities for corruption of village cadres. Then, by using the specific cases, it analysesand summarizes the village cadres’ strategic behaviors in the process of the project to thecountryside, and discusses the direct damage and indirect effects of these strategicbehaviors may bring. Finally, the paper puts forward the policy suggestions to improvethe control and prevention system of village cadres’ corruption in the the project to thecountryside.
