A Study On Public Value Management From The Angle Of Administrative Efficiency Construction

Administrative efficiency construction is the important measure of China topromote political reform and improve the work efficiency, improve the governmentwork style. At present, the administrative efficiency has been developed in all parts ofthe country construction and has achieved remarkable results. However, in the past，the administrative efficiency was stress on practical research, this paper will from theangle of theoretical research, take public value management into the administrativeefficiency construction, can realize the public value from the perspectives ofadministrative efficiency, integrate and optimize its conception, constructing theadministrative efficiency, construction of long-effect mechanism.As a discipline paradigm and a way of thinking after the new public managementera, public value management paradigm fundamental position including: focuses onthe collective preference, takes the political role; Implement network governance,Redefine democracy and efficiency relations; Comprehensive coping efficiency,responsibility and fairness. It is similar with administrative efficiency.The article divides into seven parts:The first part is the preface, summarize the research background of the problems,and expounds the research status of administrative efficiency construction and theoryof public value management.The second part is the analysis of the real predicament which administrativeefficiency construction faced. This section includes the logic of the administrativeefficiency construction. Then analyze the plight of administrative efficiencyconstruction, which in the ability、legitimacy and valuable. In order to cope with theabove difficulties, public value management paradigms, as a kind of new publicadministration paradigm are on the rise.The third part is to introduce the public value management paradigm theoryframework, including public value management paradigm about the basic concept,also the rise and inspiration to the administrative efficiency construction. Therefore, inthe administrative efficiency construction process, we can according to some basicclaims mentioned here, combine the administrative efficiency, the actual developmentsituation, from the three aspects of the administrative efficiency construction which are ability construction, legitimacy appeal, value orientation to import the public valuemanagement paradigm to it.The fourth part is the construction of the ability which administrative efficiencyshould have, including the Political identification ability, the administrative capacity,the public service ability, the investigation and study ability, the learning ability, thecommunication and coordination ability, the innovation and create ability, theemergency capability, the psychological adjustment ability.The fifth part is the discussion of legitimacy,including to replace in essence thelawful with the Procedural legal, encourage people to take place to the politics, weighthe populace’s preferences.The sixth part is the discussion of the value orientation of administrativebehavior， including publicity, democratic, service and accountability.Final part is to construct the new prospect of administrative efficiencyconstruction including prospective goal, innovative path and overall architecture.
