Study Of The Evaluation On The Core Competency Of Multimodal Transport Operators

Multimodal transportation, which groups different transportation ways together toform a consecutive, comprehensive, and integrated transportation way, is recognized as anefficient, safe and low-cost modern transportation way in international logistics. As animportant role in the multimodal transportation system, multimodal transport operators’comprehensive strength has direct effect on the efficiency and quality of the entiremultimodal transport network.This paper concentrated on the evaluation on the core competency of multimodaltransport operators, aiming at building a reasonable evaluation model. Meanwhile, thispaper systematically enumerated the candidate elements in the evaluation on the corecompetency of multimodal transport operators. Then it gives a suggestion on how toimprove the core competency of multimodal transport operators. Firstly, this papersummarized19important elements in the evaluation on the core competency ofmultimodal transport operators based on extensive review of the existing research andbuilt the evaluation system. Then, using vague language on the mutual impact multimodaltransport operator’s core competence evaluation objectives and indexes were evaluated toobtain the evaluation objectives and indicators directly related to the matrix, and thencalculate comprehensive evaluation targets and indicators by DEMATEL method to obtainthe integrated relationship matrix. Thirdly, based on the integrated relationship matrix, thefuzzy TOPSIS method is used to evaluate the performance of each operator on the19different aspects. Lastly, based on the evaluation model, we recognized the key elementsin the evaluation on the core competency of multimodal transport operator and give asuggestion on how to improve the core competency, promoting the development andoptimization of the entire multimodal transportation system.
