The third-party payment developed in china in the last decade,but with the popularity of online shopping, the third-party payment industry, which is attached to the online shopping, is developed rapidly. Compared with earlier years, the scale of the development has been several times. While the high-speed development is accompanied by a number of risks, such as the risk of unauthorized payment, the risk of payment defects, main body credit risks, financial security risks, using third-party payment for money laundering,etc. The risk of third-party payment industry caused a lot of obstacles in its development, which is amplifies the inherent flaws of third-party payment, If not regulated, it could eventually lead to the decline of the third party payment industry. But looking at the current regulations in China, it is difficult for the effective control of the third party payment industry. The main reason is the legislation having opposed backwardness, after the emergence a novel thing, relying on the law to form a mature regulatory system requires a relatively long time; On the other hand, due to the novelty of the third-party payment, the technical is relatively complex, and lacking relevant regulatory experience, the regulatory agencies is difficult to effectively control such risks. Therefore, this paper focuses on the analysis of the risk of the third-party payment, and parsing the overall situation of our current third-party payment in supervision. Analyzed the inadequacies of our regulatory system, and compare the relevant regulatory experience which is learning from foreign. Combined with China’s national conditions, make recommendations to the regulatory regime in order to establish a relatively sound regulatory system to ensure that the third-party payment to get a long-term development in China. |
