The Study On Rural Culture Construction In Perspective Of Farmers’ Dominant Position

Culture is an important part of rural construction of new countryside. Especially, asfarmers’ living standards gradually improve along with spiritual and cultural life being inmore demand in recent years, rural culture does not rise and prosper but are still laggingbehind although the CPC Central Committee and State Council attach great importance tocultural development in rural areas. This issue is required to be solved urgently due to theneeds of culture construction.Based on the theory of hierarchy of needs, cultural theory, and participatory developmenttheory, this paper takes farmers’ dominant position as an entry point, dividing rural culturalconstruction into four parts: First, an overview of cultural construction in rural Shaanxi,introduces the cultural meaning of rural culture, achievements and cultural construction inrural Shaanxi, in which problems and causes are described in detail; Second, the basic ideasof cultural construction in rural Shaanxi raised on farmers’ dominant position’s perspectiveprovide clear roles of the government, the rural cultural elites and peasants during the processof cultural construction and target the goal; Third, this paper proposes strategies based on themechanism of operation and maintenance; The final part is a summary, making conclusions aswell as discussing the possible problems and recommendations.The survey found that missing of farmers’ dominant position is one of the long-standingcultural phenomenon in rural China, thus, to eliminate this phenomenon in the short term isneither realistic nor science. During rural cultural construction process, this issue has to dowith lots of factors, such as government mismanagement, the ignorance of farmers’ cultureneeds, farmers’ poor cultural diathesis, and farmers’ atomization, and at the same time it isrelated to China’s rapid modernization. As a result, to strengthen and consolidate thedominant position of farmers in the rural culture construction not only consider changing theway of government management, but also the farmers’ cultural needs and cultivating ruralcultural elites.This paper uses literature, questionnaires, interviews, combining theoretical andempirical analysis and other methods to fully depict the basic situation of rural cultural construction of Shaanxi Province. Taking a combination of participatory development as thetheoretical basis and the status of rural culture in Shaanxi Province, along with farmers Themeperspective as a starting point as well as a clear locating of the roles of government, ruralcultural elites and the peasants in the cultural construction, this paper proposesimplementation strategy of construction, and develops a mode as " farmers as the main body,together with government and cultural elites to help rural development", delivering basis forthe prosperity of rural cultural construction.
