Education is a fundamental task crucial for generations, whose basic value is cultivating talents for the country and to providing the workforce required for the social and economic development. As the key of the education career, compulsory education has an important role in promoting national development and national revival. At the same time, realizing the equal compulsory education will also help promoting social justice.Due to various limiting factors, the development of China’s compulsory education is unbalanced. And because of the limitation of history, culture and geography, the level of compulsory education in minority areas is low. Compared with the developed eastern areas, there is an apparent gap, and compulsory education is also unbalanced in urban and rural minority areas. The inequality of compulsory education in ethnic minority areas has affected improving the quality of the residents and limits the development of local economy and society. Compulsory education is some kind of pure public goods, and the government plays a leading role in offering the equal compulsory education. Therefore, in order to enhancing the level of equality of compulsory education in minority areas, the government must play positive functions.It is considered in education equity theory that under certain social conditions, the state should ensure that everyone enjoys equal right to education, including the equity of starting point, process and outcome, to pursue their own full free development. Based on this theory, this article tries to define the pure public goods characteristic of compulsory education with the theory of public goods, and from the perspective of new public service theory, to expound how government to fulfill effectively the public management function and provide compulsory education services to society and citizens. At the same time, this article selects a typical minority area--Congjiang County in Guizhou province as an example, to analysis and research the current compulsory education in minority areas. First, the article made a contrast among the Xifeng county, the Nayong county and Congjiang county to analyze the gap of compulsory education in regional and outside area, then through the contrast of compulsory education within the county to register the current level of compulsory education. Secondly, the article summarized the problems of compulsory education development in Congjiang County and analyzed the cause of the unbalanced development. Finally, according to the actual situation in minority areas, the article proposed the following Suggestions:change ideas and transform function to realize education equity, and improve the ability of government public service; improve the quality of the citizens, and change the phenomenon of backwardness of community.
