As one of the "Big Five Personality", responsibility has attracted wildly concern in management and behavioral science. Researchers have built the theory frame of responsibility by studying on the responsibility’s connotation, methods, influencing factors etc..However, these studies were mostly about children, students, stuff. Besides, researchers always gave priority to questionnaire as the research method rather than other methods. Moreover, these studies on influencing factors were limited to summarize. In other words, there were rarely researches on the party and government cadres, not to mention experimental method, and there was almost no research about the influence mechanism of responsibility. So, the experimental study on responsibility of party and government cadres could enrich the theory of party and government cadres and responsibility to some extent, what’s more, it also could provides some guidance for cultivating and improving the cadre’s responsibility.This study focused on the following issues:First, according to the triangle model of accountability, social cognition theory and social dilemma theory, this study formed the experimental framework for cadres’responsibility, and analyzed how the cadres’responsibility affected their behavior. Second, on the basis of reinforcement theory and information processing theory, this study took the methods of reward and punishment, the types of information feedback as the experiment variables. In the experiment there were four methods of reward and punishment:monetary rewords monetary punishment, social rewords and social punishment; three types of information feedback:generic information, warning information, encourage information. By the means of manipulating the two variables, the study tried to explain how the two experiment variables affect the responsibility and responsible behavior of cadres. Third, by analyzing the experimental data and the observation and interviews in the experiment, the study made further elaboration on the influence mechanism. The main research results as follows:(1) Four methods of reward and punishment improved the level of cadres’responsible behavior, while the monetary punishment did not improve the level significantly.(2)After the withdrawal monetary sanction system, cadres all showed varying degree of decline, but the downward trend was significant only in monetary rewords system.(3)After the withdrawal social sanction system, the level of responsible behavior also declined, and only social punishment had a qualified influence.(4) Pairwise compared the four kind of sanctions, only monetary rewards was better than monetary punishment in promoting cadres’responsible behavior.(5) Compared with the feedback of generic information, the group of warning and encourage information had a higher level of responsible behavior and responsibility.(6) The feedback of warning information improved the level of cadres’responsible behavior higher than encourage information while the advantage is not significant.The main innovation in this study:(1) The innovation of research subject. The research subject of responsibility was used about children, students, family, staff, and corporate, lacking of comprehensive study on cadres. So this study would enrich the relevant theory, improve the evaluation system of cadres.(2) The innovation of research method. Whether responsibility or the quality of party and government cadres, the study of approach was focused on scale or questionnaire, while in this study, human resources electronic technology has been used to study on responsibility of cadres by using the experimental method. This experiment method would conducive to the exploitation of measurement and selection tools for cadres.(3) The innovation of research on content. The study of responsibility was rarely about influence mechanism so far, so research on this aspect would be help for fostering and improving the responsibility of cadres.
