Modern management thought, the organization conflict is inevitable, it can make organization change. Current our country is comprehensively deepen overcome difficult period, the reform of public institution reform as an important part of deepening the reform, we need to seriously study the internal and external conflicts, and effective management, to further promote the development of institutions and perfection, is conducive to more efficient provision of public services to society.In this paper, through research institution of external and internal organizational conflict, starting from the basic concept of conflict, the definition of organizational conflict and the general management strategy, organizational conflict and research institution performance and characteristics of the conflict in our country, analyzes the four reasons of conflict, on the basis of this puts forward strategies of conflict management institution.This thesis is divided into five parts.The first part is the introduction; it is pointed out that "institution organizational conflict" research purpose and significance, research status at home and abroad, research methods and ideas, and so on. The second part is the basic concepts, first by the concept of conflict, in turn, the introduction of the concept of organizational conflict, go further into the institution concerned concepts of organizational conflict. The third part mainly analyzes the institution of organizational conflict, and the causes of conflict is that differences in organizational members, the resources for the conflict, imperfect system, organization culture and the property right of contradictions. The fourth part mainly discusses the principle of the current institution conflict management and existing problems. The fifth part mainly expounds principles and institutions of the organizational conflict management strategy, mainly: positive from negative function of organizational conflict; Encourage the organizational conflict is function; Introducing the idea of "harmony" management in organization;"Two-dimensional model of conflict management"; Institutional reform, etc.
