The Research On Supply Of Rural Public Culture Service In Frontier Multinational Regions

As a big agricultural country,"Countryside, Agriculture, Peasant ", the three dimensional rural issues in China are always the very important thing of the State and government. At present, because of the lower level of economic and the social development in Chinese rural areas,"Countryside, Agriculture, Peasant" are still the weakest part of China’s development. With the high speed of economic and social development in China, the development of urban areas is more and more fast, which makes the rural areas un-developed significantly, especially in the frontier multinational regions. It also makes the public culture of rural areas feeble in the frontier multinational regions. In the process of new socialist rural construction in the frontier multinational regions, the construction of rural public culture is related to the total strategy of all-round economic and social development. It is also the most important part of balancing urban and rural development and building a new socialist countryside. It also has an essential impact on the stability, unity and prosperity of overall situation in multinational areas. Therefore, that paying high attention to the research of cultural construction of building a new socialist countryside in the frontier multinational regions is becoming a theoretic and realistic issue significantly. However there is some significant factors1which restrains the overall development of rural areas in the service supply of public culture in China, such as inadaptable ideas, shortage of supply funds, bad supply carrier, structural imbalances of supply, obstacle of Institutional and mechanism, bad talents team construction. How to improve the construction of supply of public culture service in the frontier multinational regions to fulfill the people’s increasing need of spirit and culture is imperative.The thesis, taking the service supply of rural public culture in Hekou County of Honghe national minority autonomous prefecture in Yunnan province as an example, by using the empirical and theoretic methods, on the base of realistic situation of new socialist rural cultural construction in the frontier multinational regions, on status quo of supply of public cultural service, in the theoretic vision of public choice, public goods, new public service, governance, will analyze the problems of supply of public cultural service in the process of construction in Hekou County. It will also find out the reasons of supply of public cultural service. Some countermeasures will be provided to benefit the construction of public cultural service supply in the frontier multinational regions of China.The thesis has four parts of contents to analyze the topic. First of all, it is the introduction which contains the goal of the research, the significance, status quo of research at home and abroad, research methods, to lay the foundation for deep research. The second part will give the status quo of supply of public cultural service in Hekou County. The levels of satisfaction of people about public cultural service supply will be given too. The third part will analyze the reasons of undeveloped public cultural service supply in Hekou County. There are some problems in the area of public cultural service supply. The last part will advance the countermeasures of improving the construction of public cultural service supply in Hekou County.
