Research On The Responsibility Of Local Governments To Build A Harmonious Rural-society

The4th plenary session of the16th central committee of the Communist Party ofChina has been determined to construct the socialist harmonious society. The key ofsetting up a harmonious society lies in the countryside，and building harmoniousrural-society should be in harmony with building the new countryside with Chinesecharacteristics. The responsibility of local governments to build a harmoniousrural-society is significant. The current rural social disharmony factors increase，whichcause the governments facing a great challenge when they perform their duties. In thispaper，by using the theory of responsible government，I took S town in L city of Jiangsuprovince as an example，described the status quo of local governments in performingtheir duties from the aspects of political，economic，cultural，social and ecologicalconstruction. Combining questionnaire investigation with individual interview，thispaper analyzed the expression of absence of local governments’ responsibility. Firstly，value economic development while neglect social development. Secondly，value formwhile neglect effect. Thirdly，value construction while neglect management. Fourthly，value governance while neglect service. Next，this paper discussed reasons forabsence of governments’ responsibility from the aspects of assessment mechanism，structure of government，ideology of public servant and supervisery mechanism. Basedon all above，this paper gave four suggestions for the local governments to reconstructtheir responsibility.
