A Study On The Structure Reform Of Meilie District In Sanming City

As an important part of the of the administrative system, institutional reform not only to the success of the transformation of government functions, and the development of economic and social, but also related to the fate of many people. The "Scheme of the institutional reform of the State Council and the government function transformation" was passed by the Second Plenary Session of the Eighteenth Central Committee of the CPC, the county-level government gradually began a new round of institutional reform with the State Council.Meilie is located in the center of Sanming city, the area was small but the political and economic is development, especially in the tertiary industry accounted for a larger proportion of the economy. It is a comprehensive reform pilot area of Fujian, and has a typical sense. However, there is still unclear positioning functions, institutional settings unscientific, difficult triage personnel and many other issues after several government institutional reform, so it is important to carry out institutional reform with the correct Theory. The Service-oriented government which insists citizen-based, community-based ideas, and located in the service of the government’s role, has some theoretical basis and practical significance for the reform of grassroots government institutions. This paper uses the method of combining theory and empirical, aims to review and Analysis on the mechanism reform of county government, and analyzes the orientation, difficulty of the government organization reform at county level in the perspective of service oriented government, then give some useful suggestions for the actual case.There are seven parts of the article. The first part introduces the background and significance of the study, summarized the literature about research, describes the methods and ideas of the study, propose innovations and shortcomings. The second part describes the theory underlying service-oriented government. The third part sorts out and analyze sthe progress and effectiveness of the Structure reform of Meilie which based on fieldwork research data. The fourth part analyzes the problem and its cause of the Structure reform of Meilie which based on the perspective of Service-oriented government. The fifth part take the service-oriented government as an analytical framework, then analyzes the orientation, focus and difficulty of the institutional reform of the county-level government. The sixth part, combine theory and practical, then proposes exploratory the suggestions what maybe improve the Structure reform of Meilie. The last part gives the summary and discussion.According to the article, the institutional reform of the county-level government should follow the general rules of institutional reform at first, including the reform of changing functions, adjusting the structure, optimizing the process and so on. The institutional reform of the county-level government in the service-oriented government’s should particularly prominent the service, then consider the particularity of the county-level grass-roots government. Based on the people sovereignty and the new public service theory of service-oriented government, with the features of the service type government service oriented, service main body, service means, service performance as the goal, take the reform of government institutions of Meilie district as the research object, finally put forward specific proposals in four aspects:Pay attention to service, change the functions of government; Uphold the people-oriented, change the administrative concept; Pluralism participation, return right to the people really; Regular assessment, performance management.
