The Government’s Study About Safe Production’s Regulation Of Dangerous Chemicalse

In recent years, the scale of production for dangerous chemical enterprise has continued to increase, the number of dangerous goods which is purchased, produced, stored and sold has become bigger and bigger. Once the plant problems appear, the consequent hazard and loss will be greater and greater. How to strengthen the safety supervision to the dangerous chemical enterprise and avoid the accident, especially the extremely large accidents has become very important research subject for the government. Cangzhou Dahua, as a large state-owned dangerous chemical enterprise, the safety accident was occurred in history, this article tries to improve the government’s supervision level and reverse the current situation of frequent accident by finding out the deficiencies that exists during supervision. It also combines the existing supervision situation of our government with good practice of foreign government to the dangerous chemical enterprise.This article is divided into five chapters, consisting of one introduction and four chapters of text.Chapter one According to the current situation and actual practice for the government supervision of production safety from home and abroad, based on summarizing the numerous scholar’s research results, the article puts forward the improvement method, that is: it will be improved in details by specifying industry standard and the qualification of supervisor and using information technology. In this paper, the practicable suggestions were analyzed starting from the actual experience, it truly realized that the theory combined with practice, it can be used as a guide for the government supervision to the dangerous chemical goods.Chapter2The text consists of the division of internal regulatory functions, and the supervision situation of Cangzhou Dahua from Cangzhou city, Hebei province and state government, which Cangzhou government’s supervision to Cangzhou Dahua is mainly introduced.Chapter3There are five big problems existing in the government supervision to dangerous chemical enterprise. Safety standard of review new projects is not clear; part of the enterprise’s main responsibility can’t be implemented; the safety technology level of those supervisor needs to be improved; the depth of supervision and inspection is not enough, the planning is not strong andclear; the supervision of government lacks of real-time dynamic control and monitoring.Chapter4The reasons for the problem existing in government’s supervision is analyzed in this paper. The relevant national standards are not clear and definite. The opinions of enterprise actual controller’s own safety responsibility positioning are very confused; there are no detailed requirements for the qualification of safety supervisor from government; the safety supervisor doesn’t have the professional process and equipment knowledge, and the number of staff is insufficient; the traditional way of supervising which combined temporary with regular inspection is used and no improvementChapter5The inspiration for us from the developed western government is that we should take the industry association into full play. The government must be planned more strongly. Chapter6Improve the supervision policy of safety production to the dangerous chemical enterprises; revise relevant standard specification of large chemical project design; go further the way of safety responsibility inspection; the supervisor must be qualified; strengthen the training and evaluation; clearly define the safety responsibility, play a role of relevant professionals in industry association; realize online real-time monitoring by using IT tools.
