Citizens’ national identity is the rational recognition of political community which is to solve the problem of "who we are". The process of citizens’ national identity is to cultivate active citizenship, which is Outside into a political act. Exclusivity, constructive and initiative is characteristic of the citizens’ national identity. Citizens’ national identity can motivate civic consciousness, develop national identity legitimacy and integrate social forces.The rise of the network society is an important symbol of modernization. The unity of the concreteness and virtual property, the interaction over time and space, the combination of equality and freedom are the characteristics of the network society. When the network extends to the political field, it can bring great change to the political field. The network society can reconstruct the power relationship catalytic civil society, and become a new battlefield between countries.The network society has a positive impact on political development. At the same time, it also can have negative effects on citizens’ national identity. The "information frontier" of cyberspace, the "hegemony" of network information, the "agenda setting" of network media, the "butterfly effect" of public opinion and the "digital divide" of network information may dispel the citizens’ national identity.Under the background of network society, the breakthrough path of the citizens’ national identity can be from three aspects: the international, the government and individual citizens. From the international perspective, we should build network platform, improve the international identity, and oppose the network invasion. From the perspective of the government, we should advocate the network anti-corruption, strengthen the cultivation of clean government, build e-government, improve the Internet legislation, pay attention to policy tilt and reduce the "digital divide". From the point of view of individual citizens, the information education, the citizen education and the moral self-discipline should be strengthened.
