Study On Dilemma Of Citizen Networks Involved In Public Policy Making

The development and popularization of the Internet has brought a major changeto the citizen participation behavior a, and greatly stimulated the enthusiasm of thecitizen network participation. Network participation injects new vitality into thedemocratic politics, and brings opportunity to the scientific and legalization. However,as a double-edged sword, the network also met difficult to reconcile the conflict andcontradiction. Public policy-making is a merge and game process of diversificationbenefits, if diversification benefits can’t reach a consensus, it will be influence thepolicy output and effectiveness of network participation behavior.Resolving citizennetwork participation in policy making, it is important to promote the development ofcivil society, promote democratic political construction, protect the rights of citizens,to ensure the scientific, legitimacy of public policy. This paper has seized the hotissues. According to topics and research, this paper defines citizen participation in thenetwork and public policy, such as concept, and elaborates the features and ways ofnetwork participation. With the principle of combining theory with practice，on thebasis of the collection and analysis of relevant research reports, case, data and otherinformation, guided by the Good governance theory, Democracy Network and othertheories, the paper points out that citizen participation in the network faces thedilemma, such as the contradiction between the right of network participation and thepower of public policy, the limitations of network public opinion and requirements ofpublic policy requirements, the demand of network participation and the policyenvironment. From policymakers, network participants, network itself and theinstitution aspects, the paper analyzes the cause of the dilemma and put forwardcountermeasures to protect the right of citizen participation in the network andimplement the effectiveness of participation.
