As the administrative system reform of our country is being deepened constantly,Assistance Center of Trade Union is an important way to improve people’slivelihood,promote social harmony and build a service-oriented government.Thequality of its services have a great influence on the implemention of the policy ofheliping the people in difficulties and the degree of public recognition for theservice-oriented government.Research on the Support center staff performanceappraisal is of great significance to build a perfect performance managementsystem,improve the level of public service and build a service-oriented government.By investigating the Assistance Center of Trade Union in Yueyang,it is found thatthere are a lot of unscientific and unreasonabile things in performance apprasialsystem. In this paper, we use the theory of Service-Oriented Government to have adeep analysis of causes.There are three major causes.At first,the theory ofService-Oriented Government and the modern performance management thoughts arenot fully implemented in practicesof the support center.Secondly,laws andregulations are not perfect in this area, the responsibility of the staff are not clearlydemarcated and the supervision insufficiency exists.Thirdly,the public sector isdifferent from the private companies.The quantitative assessment of the output of theperformance is difficult to be implemnted because of the diverse goals and thepubilicity in jobs.The quality of the performance appraisal means a lot to the buildingof the Service-Oriented Government.Afterwards,we make our suggestions to perfectthe performance appraisal.At the beginning,we should update our concept about theperformance appraisal so as to serve the people like sevingcustomers,abide by the lawand empathize the needs of the staff.Secondly,we should perfect the management andlegislative institution of the performance.Thirdly,we should set up the clear principlesand refine the assessment indicators to perfect the system.Fourthly, we shouldstandardize the performance assessment methods and procedures,make diverse peopleparticipate in the assessment process,empathize both quantitative assessment andqualitative assment methods and the regular assessment.Fifthly,the feedback of theassessment results should be empathized to let the hard-working people get rewardedand make the lazy people get punished.By performance appraisal of the staff,thesupport centre can provide better service to the workers.
