Pre-control is the forefront of the whole crisis management chain, scientific prevention and control measures can hold back the public crisis before it really was curbed, to avoid large-scale loss of life and property. Therefore, the strengthening of pre-control management plays an important role in tackling maritime traffic crisis.Via pre-control management perspective, the thesis attempts to put forward constructive suggestions, combined with vulnerability analysis theory, to improve China’s maritime traffic public crisis pre-control management mechanism.The first chapter is the introduction of the research background, research significance and research status of our country and foreign countries, mainly in order to explain why the topic has been marked out. Then, it briefly introduces the research methods, mentality and the main innovation of the paper.The second chapter first describes the core concepts and theoretical basis involved, including public crisis, pre-control management, and connotation of maritime traffic public crisis pre-control management mechanism; the paper elaborates the development history and main research fruit of public crisis management, vulnerability theory.The third chapter describes the status of China’s maritime traffic public crisis pre-control management, in terms of statutory construction, management body, delineation of responsibility, including the good effects and main problems. Finally, it deeply analyzes the main reason of the problems combined with case studies.The fourth chapter describes the status of maritime traffic public crisis pre-control management mechanism of Japan and United States, and summarizes the inspirations toCombined with describing the status of the legal system and organization system’s construction of marine traffic crisis, the fifth chapter applies the vulnerability theory to optimize maritime traffic public crisis pre-control management workflow and support security systems.
