Research On The Public Policy Pre-evaluation In China

The public policy pre-evaluation is a policy evaluation,which is before the execution of the advance evaluation of public policy as the beginning of the policy evaluation, it is an irreplaceable position in the whole policy evaluation. However, currently the government of our country lacks the consciousness of the public policy evaluation, and they do not have a set of scientific rigour to advance evaluation of public policy, this affects our country policy of scientific, efficient and standardized. How to do this, according to the characteristics of public policy evaluation in advance, design a set of reasonable evaluation index system for evaluation of public policy in our country, thus scientific measurement and testing before the implementation of policy conditions, detection and diagnosis of the problems existing in the policy itself, is a difficult problem for our government in the moment.This research focus on the concept of pre public policy evaluation and connotation, evaluation procedure and evaluation indexes from three aspects, the studies of public policy evaluation in advance at home and abroad literature research. On this basis, constructing in advance of public policy evaluation index system by the form, fact and value three dimensions. According to the evaluation index system, the development and design has high reliability and validity of questionnaire, an empirical evaluation of the postgraduate education in our country policy. Based on250students’survey data, the researchers from different areas, different degree, different school categories of students, to assess the policy of the mean, variance analysis, descriptive statistical analysis. Finally, this study USES principal component analysis method to determine the index weight of the postgraduate education charge policy, and the evaluation index are analyzed and discussed.The results show that based on the literature construction of the public policy evaluation index system has the scientific nature and rationality in advance. Through empirical evaluation, policy evaluation in advance payment of graduate education in China overall is good, but the student to the evaluation of each dimension is different, compared with the fact that dimension and value dimension, form dimension score is higher, and different areas, different degree, different school categories exist the differences in evaluating the postgraduate education charge in our country.The innovation of this study is to make advance evaluation of public policy independence from the whole system of public policy evaluation, and according to the characteristics of the advance evaluation of public policy itself, on the basis of a large number of literature to build the pre-public policy evaluation index system. Combining the concrete case, has pointed out the public policy of our country’s ex ante evaluation should focus on the unity of three dimensions, the form, fact and value.
