Justice is a measure of an important yardstick of a country’s social development andcivilization, but also an essential requirement of China’s socialist system. In the moderninformation society, all of the information inequality phenomenon should be subject to theattention of Party and government. In recent years, with the value of information resourceshighlights,the digital divide continues to expand, vulnerable groups in society due to the lackof ability to control information, are excluded at the edge of the information society.Basedon this, in order to call for the social attention of vulnerable groups’ information rights, thearticle put the equalization of public services as an entry point. combining literature researchand statistical analysis method, dialysis the information theory of protecting vulnerablegroups’ information rights, practical difficulties and path selection, to help vulnerable groupsto get rid of the information dilemma, to achieve equal sharing of information and build aharmonious information society.In the introduction part, the article mainly is based on existing literature, summarized thecurrent situation of academic research in our country in the protection of vulnerable groups’information rights, then analyzed the theory basis of safeguard information rights ofvulnerable groups. One is the theory of human rights and information fair, as an importantpart of the human rights of vulnerable groups,the information rights is an extension of thesurvival and development right. Similarly, information fair also plays an invaluable role insafeguarding and protecting the vulnerable groups’ information rights. The second isequalization of public service theory, integrating the study of domestic and foreign scholarsfound that the public service equalization theory not only apply to the field of public finance,also apply to the field of public information.In addition, put the vulnerable groups’ information needs as a starting point, the articlesummarizes the obstacles of vulnerable groups in accessing to and using of informationbecause of subjective and objective factors, including physical barriers, economic barriers,technical barriers, infrastructure barriers, lack of information barriers, rights protectionbarriers. Based on the analysis of the causes of loss of vulnerable groups’ information rights,Including public infrastructure is not perfect, public information resource configuration is notbalanced, the equalization of public service policies and public services are not in place andvulnerable groups with their own information rights consciousness is weak, and so on.Finally, the article put forward the countermeasures based on the equalization of public service for realizing the vulnerable groups’ information rights. Protecting the informationrights must be combined with public information needs of vulnerable groups. In the processof information resources building is necessary to ensure the quantity and quality ofinformation obtained, and to ensure that the timeliness of information disclosure andcomprehensiveness of the service object. In addition, under the guidance of the equalizationof public services theory, establishing a complete service evaluation system, includinginformation providers and recipient’s evaluation criteria; at the same time, setting up publicopinion supervision services agency to supervise information providers’ service behavior arevery important. Of course, achieving the information rights of vulnerable groups in additionto the government as the leading factor, it is also cannot do without the support of enterprisesand public institutions and other aspects. Therefore, the linkage of the government,enterprises and public welfare institutions is one of the important select to implementvulnerable group’s information supporting.
