| After the Cold War, party politics of south Korea came into a relatively ordereddevelopment phase, and its political parties played an increasingly important role in thestate politics. In the development of South Korea’s political parties after the Cold War,the division between left-wing and right-wing parties has become more and moreobvious, and the policy towards north Korea has been a focus of their disputes. Thanks tothe election mechanism of South Korea, the party who wins the election can affect thewhole policy on north Korea, that is the party plays a decisive role in formulating andimplementing policy on DPRK. The left-wing, led by Democratic Party, insists onmoderate attitudes towards north Korea, and thus proposed the famous “sunshine policyâ€and “Peace and Prosperity Policyâ€; while the right-wing, led by Grand National Party,insists on a tough policy towards the north Korea, and thus raised the pragmatism policy.Robert Putnam, an American scholar, proposed the famous “Two-Level Gamesâ€theory, which reveals a close relationship between domestic and international politics,especially the important role of domestic politics in international communication.“Win-Sets†is the core concept of this theory, which represents a union of the domestic politicalforces in favor of some foreign policy. Party is the most important factor to influence the“Win-setâ€. Party campaign can influence the political tendency of voters and thecomposition of the government, which may determine the formation and the scale of“Win-setâ€. Then the “Win-set†can directly affect the foreign policy’s implementation.Based on Putnam “Two-Level theoryâ€, as well as ideas of Helen Milner, Atlantis,we investigated the role of South Korea political parties in the policy towards DPRK.Through an empirical analysis, we compared the “sunshine policy†by Kim Dae-jungwith the pragmatism policy by Lee Myung-bak and accordingly analyzed the influence ofparties on the “Win-set†towards DPRK. Based on the analysis, we made a conclusionthat the policy towards DPRK proposed by left-wing and right-wing parties becomegenerally consistent. Meanwhile, we also studied the party factors of Park Geun-hye’spolicy towards DPRK and put forward some reasonable proposals to maintain its “Win-Setâ€. |
