Driven by the urbanization, the city continued to expand outward throughexpropriating the suburban land. The "city-village" is actually a special phenomenon inthe rapid process of China’s urbanization. Being affected by the urbanization, thecitizenization of the residents in the “city-village” has many obstacles. Although mostof the residents here have the urban household registration, the public rights theyenjoyed is incomplete. The rights they enjoyed are different from the citizens in theaspects of social security, employment, housing and environment. The factors affect theresidents of the “city-village” include institutional factors and non-institutional factors,these factors have hindered the process of citizenization of the residents from varyingdegrees. The citizenization must be promoted by the government, the community andthe market. By reforming the “city-village”, improving the overall quality of theresidents, establishing the social security system covering the urban and rural areas,gradually promoting the household registration system and other measures to provideprotection for the residents’ citizenization. Urbanization cannot avoid the "human’surbanization" and only manifest as the “things’ urbanization” such as high-risebuildings, the wider roads and the larger squares. In the process of urbanization, wemust solve the problem of the “city-village”, but it cannot just be the transformation ofthe appearance, the more important thing is the residents’ citizenization. The residents’citizenization is a process of farmers’ moving from the rural society to the modernurban society and a process of promoting the society and historical development, butalso to achieve the target of China’s socialist modernization process.The whole article is divided into four parts. The first part start from the presentsituation of Chinese urban development, analyzes the "city-villages" characteristics andcauses of, and different social welfare and public interests they enjoyed from the cityresidents. Comparative analysis the status quo of the citizenization of the "city-villages"residents, pointing out the current citizenization process lagging behind urbanization process. The second part start from the problems and obstacles factors during theprocess of the citizenzation, analyzing the difficulties and the causes of the difficultiesduring the process of the "city-village" residents’ citizenization. And point out thenecessity of the citizenization. The third part through the analysis the typical models inthe process of urbanization both in China and aboard, summarizes the experiences ofthe reform of the “city-village” and the citizenization. It mainly includes three parts:fade out the household registration system’s derivative functions, select thecitizenization path based on the actual situation, play the positive role of thegovernment. The last part is mainly combining the reform of the “city-village” toanalysis the problems that should be paid attention to and the ideas of promoting thecitizenization. Includes three parts: actively promote the reform of the “city-village”,effectively protect the residents enjoy equal rights and interests, let the government playan active role in promoting the citizenization process, and promote communityintegration, improve the urban identity.
